snapshot jar not in the repo

@SidneyLann Yeah not surprised…for some reason the github actions builds have been timing out. I just kicked off a build. Let’s see if that does anything. https://github.com/eclipse/deeplearning4j/actions/runs/1534921319

Build successfully, why still not see nd4j-native-1.0.0-SNAPSHOT-windows-x86_64.jar?

@SidneyLann this should be fixed now. Give the jobs a bit to run. There was a bit of clean up that needed to happen on some of the github actions build files. Thanks for highlighting.
